The top photo was all that was left of Brownie the dog after he was killed last November 2, 2017.
In her sworn affidavit, dog owner Jovelyn Tapayan stated that Noe Urungan of West Santolan, Pasig took her beloved pet from her small sari-sari store and beheaded the animal before her very eyes.
Animal cruelty is a crime punishable under Philippine law. If proven guilty, Urungan may be punished with up to two years imprisonment and/or a fine of up to P100,000 for violating the Animal Welfare Act. **************
